Mr. Wallace advocafed closer economic commercial ties with the- Soviet and added that an agreement with Russia was d'iffieult because the culturai differences and Russia 's traditionaJ isolationism and insistence on a visibie qui'd pro quo in all agreements, but tliat was not insuperable. Mr. Wallace saia his proposal plain'iy called for some shift of Amer.i'can t-liinking about international matthrs but declared it imperative because, "Wei have little time to lose. If we should attempt to d-estroy all the pri'ncipal Russian cities and heavy industty, we mig-ht well sucCeed but Russia's immediate counter .measure would be the prompt oecupa- • tion of all Continental Europe by the Red Army. Would we be prepared to destroy the cities of all Europe in trying to finish whafc'we had started?"
