Borough of Levin MEETING OF CQUNCIL The September monthly meeting : of the Levin Boro.ugh Council was held last evening, tlie Mayor (Mr. ■; H. B. Burdekin) presiding. There. were present: Crs. H. E. Bowen, A. O. Powell, C. H. Cockrell, W. Telford, F. D. Chainey, V. E. Hudsop, F. E. Parker and D. J. Gardiner. Also Messrs. H. L. Jenkins (town clerk) , R. L. Mcllraith (assistant) and K. W. Sandford (engineer) . . Leave of absence was granted to Cr. C. Sherwood. Plunket Society Requests The Levin branch of . tlie Plunket Society made an application for the council's usual annual generous donation. The usual grant of £10 was maide. The branch" also wrote seeking permission to conduct a street and shop day appeal on the second Thursday in February, 1947, in an endeavour to raise the sum of £200, which was its quota towards the reduction of the overdraft on the Karitane Hospital, Wellington.— Granted. Permit for Shop-Dwelling The Mayor, havirig giv'en notice of motion, moved that the resolution passed at the last meeting of the council adopting the town planning committee's recommendation that appfoval be not granted for the erection of a combined shop and dwelling in Oxford Street, opposite York Street, be rescinded. His Worship said that at the last meeting he had given his casting vote in favour of the recommendation because he believed it was too close to the town, and was against the policy of town planning the council was endeavouring to implement. However, since then it had been learnt that the applicant was a badly disabled returned serviceman, who had purchased the section, and the refusal of the permit would be a very great hardship to him and would hinder his rehabilitation in an occup.ation particularly suited to him. That information had not been placed before the council in the application. Cr. Parker . endorsed these remarks, after which the motion was passed and the permit was then granted.
"No Parking" Areas Having given due notice of motion, Cr. Gardiner moved that the portion of a resolution passed at the last meeting of the council declaring a "no parking" area on the western side of Oxford Street, from the northern boundary of Messrs. Parker, Vincent and Company's property to Bath Street, be rescinded. The motion was carried. In regard to the same matter, the works committee recommended that the western side of Oxford Street, from Bath Street to the northern boundary of Messrs. Star Taxis' premises be declared a "no parking" area, and that the balance of the frontage of Messrs. Star Taxis' premises, after excluding their entrance, be declared a taxi stand for the accommodation of two, cars. — AdoptedThe Mayor commented that the object of the change was to^give Messrs. Star Taxis parking accommodation. Sub-divisions and Leases Messrs. Park and Benram sought the council's consent to a subdivision for leasing pyrposes from Mr. J. W. Rimmer to Mr. Norman Thornley and Messrs. Quinn's Stores, Ltd. — Granted. The council's approval was sought by Messrs. Park and Bert-' ram to a proposed sub-division from the J. W. Gibson estate to Mr. I. Glucina and Value House, Ltd. — Approved.. . - . ... , . - • j ; Messrs. Playford Park The Public Trust Office forwarded a copy of the administration of the estate of the late Mr. Henry Playford for the year ended August 31, 1946.— Noted. A recommendation by the works committee was adopted to the effect that the borough solicitors be instructed to take the necessary steps to initlate a Private Estates Bill to give effect to the council's wishes that all the assets in the estate be vested absolutely in the council for the development of Playford Park. Miscellaneous Matters The Levin Junior Chamber of Commerce conveyed appreciation to the- council for making the Regent Hall'and Council Chambers available for its district convention in Levin on August 24 and 25. The Medical Officer of Health forwarded a copy of the Health (Burial) Regulations, which come into force on June 1, 1947, and dealt with* the registration of funeral directors. The works committee advised that Mr. W. R. Lennie, who was about to leave Levin, had offered the council about 10Q seedling Phoenix palms, which he had raised from seed procured from Napier. The committee had accepted Mr. Lennie's offer, and had directed that' a suitable letter of thanks be sent to him. ment, asking for basic reports on any proposed major works for inclusion in the ten-year programme of works. His Worship pointed out that as the municipal elections would be. held next year, the present council could not commit the future council, w.hile .there was insuffieient time , tcf-i propare major propokals. The Levin and District Beautifying Society sought permission to hold a street day on March 18, 1947. In view of a similar application pending from the Levin Boy Scout Committee to raise funds to send three scouts to the Paris jamboree, it was decided to grant the latter for March or April, the Beautifying Society to have the month not utilised by the scouts. In a circular letter, the Gas Association of New Zealand advised that its annual conference would be held in Wellington at 10 a.m. on October 10, and asked to be advised of the names of the council's delegates. Cr. Parker, chairman of the gasworks committee, was appointed to represent the council. The works committee reported having considered and approved the following matters, on the recommendation of the engineer: The repair of the boundary fence between the council's property apd that of Mrs. Coombes, in Liverppol Street; the erection of a garage and store shed by Mr. R. J. C. Church at the rear of his premises in Liverppol Street; the building of a workshop by Mr. L. J. Batchelor at the rear of his property in Roosevelt Street; and the erection ot a workshop 30 ft. x 20 ft. by Mr. D. G. Bruce on his property in Bath Street East. The Gas Association of New Zealand -forwarded copies of correspondence with the Government regarding coal supplies and* the removal of saies tax on gas meters. — Noted. With regard to the procuring of rubbish tins, which residents could purchase . from the council, a recommendation by the works committee was adopted to accept the tender of Messrs. Sfiand Brps., Ltd., Palmerston North, for an fnitial supply of 50 tins at £1 eaph plus saies tax ruling at the date of delivery.
