Received Sundav, 7.30 p.m. SYDNEY, Sept. 15. Reports reaehing Sydney indicate that 300 civil se'rvants, including patroJ oflicers, at Port Moresby are threatening to strike. They elaim that Government officers have failed to rcctify grievanees as promised and that the men live in Belsen-like barracks while ^ building lnaterials are being lavishly employed on extensive renovations at Government House. The men state that three nionths ago the secretary for the External Territories Dei>artnient promised that a generai reclassiiication of the staff would be uridertaken a fortnight after lie left and that the External Territories Minister, Mr. Ward, has failed to honour this promise. i
