This opipion is based on Mr. Nelson 's talks with Marslial Stalin and Ihe Rus sian people iluring his two- wartinu visits to Russia. "I believe Russian foreign policy is not basdd on a desire to cominunist'. tlie world but on fear of encirclement. Of coiirse, if war with Russia shoulu come, America would eventually win but it would be a Jong drawn out affan as the result of Russia 's inaccessibi'lity. ' '
