serts that New -Zealand and Britain are guilty of "sel-fish -ex'ploitation" of the Mid-Paciiic. Mr. Pope decla-res that in a survey of four areas he found only American Samoa free of -exploitation, whereas in New Zealand Samoa there jwas a :nfty per cent. higher tariif rate for all except Empire ^ goods, even when lar.ge shipments were received from the United States to defeiid against the I'apanese. Mr. Pope also complains that the Samoans are kept from responsihle posts. The Government alleges that the S'amoans are insuffici-e.ntly educated for them, 'but "sorne leaders of the New Zealand Government pos4ess little more schooling than many Samoans."
