MANILA, August 31. . The Philippines are on the bririk of open civil war, as large-scale »li.ghting has flared up in the Central Luzon provinces. ATilitary police are using artillerv against the Hukbalahaps, who have been given until tomo.rro\v to surrendel, their urnis. Hope for a peacefiil'settlement has been abandoned. Senor Gabriel Belmonte, Governor ot Nuevaecija Province, told a mass meeting: " Lawlessness will be quelled by the use of planes, tanks., bombs and cannon, beginning in September."
