WELLINGTON, Aug. 28. The unilication of temporary and permanent establishmeuts in the Public Service, should be eonipleted in- about a year, said Mr. J. li. Boyes, Puutic Service Coiumissioiier, at the opening o, the annual conference of the PuUlic Services' Association. Mr. J. P. Lewin, president, saiu amendinents to the Public Service Act this session would give the bulk 0. 17,000 tenqiorary offieers, an opportunity to acquire permanent status. Unless there was a chauge in Government policy, they would have security oi tenure and the same consideration in promotion as permanents. Mr. Boyes explained that when re grading was linished, the work of bring- | ing temporary workers 011 to the per' , manent staff would begin. Teiuporary salaries should obe reviewed to be j brought into iine with the permanent ' scale but he did not know when that [ would be finished. He had suggested tp the Government that a second board be appointed to consider appeals by the temporary staff. "We will not have really settled the permanent service until about this time next year." llon. W. Nash said he understood at least 70 to 75 per cent. of the ternporaries would come in as permanent employees. The chauge would need legislation and they wanted to get it through this session. The conference plac.ed on record iis appreciation of Mr. J. H. Boyes, Public Service Commissioner, whose retirertifint will take place sliortly. Offieers of the Association were elected as follow: — President, Mr. .T. B. Lewin; execntive vice-presidents, Messrs L. G. Anderson and V. R. Wiffin; treasurer, Mr. E. Menzies; vicepresidents (ex-officio), Messrs J. M. O'Connell (Auckland), G. H. Sorrep (Wellington), E. K. Braybrooke (Christchurch), H. R. McMillan (Dunedin), H. J. McLeod (Christchurch), and H. 4. Bowler (Palmerston Nortli).
