America's power, because of its bigness, is reseuted in many quarters. W'liile we forced Yugoslavia to make amends we have not conviuced itileaders and people and have not won their friendship. The tragic faet is that the affair set back the cause oi peace itnineasurably. It caused Russia to speak out in defence of its sntellite tlius inaking Yugoslavia 's cause its owu. Even more it stiifened our determinatiou to resist tlie iiussian vicwpoiut all down the line. The affair has given new emphasis to our approach to Middle East probleins which we now view strictly from the standpoint oi power politics instead of justice oi comnionsense. ' ' Mr. lioover declared that tlie United States should lialt relief supplies ti Yugoslavia until the free election, as agreed on at Yalta, can be held. Supplies thereafter should be freely dis tributed without Conimunist eontrol as at present. The Herald-Tribune 's Washington correspondent says a higli State Department source revealed the United States was not placing a complaint agaiust Yugoslavia on the Security Council \s agenda, due to the marked • iinprovemeiit in diplomatic relations following behind scenes negot iat ions at Washing ton, Paris and Belgrade.
