Received Monday, 11.25 a.m. JERUSALEM, Aug. 25. The president of the Jewish Agency, Dr. Chaim Weismann, has sent a letter to the British Colonial Secretary revealing the conditions under which the Jewish Agency is prepared to participate in the Loddon conference. The agency would only join in discussion of a plan envisaging a Jewish statehead. The agency must have full freedom in designating its own delegates, including those under detention. The Arab Higher Committee has decided to accept the British Government's invitation to participate in the talks, "providing the Arab delegation includes the Mufti." It is reported from Baghdad that the Iraq Government has also accepted the invitation to the talks 011 the condition that neither the Jews or the United States are represented at the conference.
