The reply. aceordiug to the eorrespondent, will point out that the Panania Canal is controlled absolutely by United States while Ihe Suez Fanal will be jointly del'ended by Britain and Egypt. It will also assert that Suez and Pnnama are waterways leadiug to Ihe world whereas the Dardanelles gives aceess only to Turkey, Rumania, Russia and Bulgaria. The reply will also say the inter nationalisation of vital waterways would be not unacceptable to Rnssia provided it is universally applied. What is unacceptable is that there should be one law for Russia at the Dardanelles, anothe^ for Britan at Suez and a third for America at Pnnama.
