Mr. W. A. Bishop, of Waitemata County Council, said the Budget proposal regarding the hospital levy was a bombshell to most local bodies. Andrews, Mavor of Lower Hutt and president of the Municipal Association, pointed out that the Government 's recommendation would not affect this year 's levies, and was merely a promise. He described the levy as "a class tax" for hospital purposes, and said that the land owners should not have to pav it. His association stood shoulder to shoulder with the Counties' Association on the question. •
