"A BOMBSHELL."
Mr. W. A. Bishop, of Waitemata County Council, said the Budget proposal regarding the hospital levy was a bombshell to most local bodies. He felt that local authorities had been let down, because there had been no Parliamentary discussion of the proposition, as Ministers had promised. The Minister of Finance had taken the bull by the horhs. • Mr.. -J. L. Burnitt, of Waimana, said
the effeet of the proposed halfpenuy rate did not compare with the recommendations of the" Parliamentary Committee. The conferenee should be satis fled with nothing less than the Parliamentary Coiiimittee's - recoAmehda-ti^ii, and then onlv as an instalment bei'ore the abolition of the hospital rate. Mr. J. W. Andrews, Mavor of Lower Hutt and president of the Municipal Association, pointed out that the Government 's recommendation would not affect this year 's levies, and was merely a promise. He described the levy as "a class tax" for hospital purposes, and said that the land owners should not have to pav it. His association stood shoulder to shoulder with the Counties' Association on the question. •
