RUSSIA, UNITED STATES AND DARDANELLES

WASHINSTON, August 20. United Btates has sent a Note to Russia expressing opposition to tlie Russian demands on Turkey on tlie cuture control of the Dardanelles. The Note, which will be published shortly, 'contains four principal points which, aecording 'to diplomatie authorities, are;— - Firstly, United States cannot agree to the Russian proposal for joint RussoTurkish control of the Btraits which United States considers tantaniount to a Russian demand for military bases iu the Btraits. Secondly, United States cannot agree to the Russian proposal that control oj the Btraits should be governed by agreement only among the Black Sea powers, which, it is considered, would give Russia complete domination over Turkey. Thirdly, United Btates feels the t'uture control and use of the Dardan elles should be settled in accordanvtwith United Nations prineiples along the lines of the Montreux Treaty. Fourthly, United, Btates is prepareu to attend any international conference to consider revising the Montreux agreement. The contents of the Note are bemg c'onveyed to Turkey.
