Mr. Herbert Hoover declared that Russian fifth columuists are spreading coni'usion throug'hout the world in order to allow the Soviet to consolidate its position in world aft'airs. "There is a universal desire among all nations to make peace but Russia is obsti'ucting peace to gain time foy the elimination of all nonOoiiimunistie elements and achieve the consolidation and praetical absoi'ption of the areas behind the iron curtain and in Manchuria," he said. Mr. Hoover, who reeently made a world tour surveying famine conditions for President Truman, said fewer nations have freedom than before the last war. Today i'ear and frustration is the dominant note. Mr. Iloovei* urging United States to conserve its own resources, declared: "We must end our role oi' Santa Claus. The world famine is nearly over and we should announee that our cconomic relationship with other nations is a two-way street and balaneed traffic at that.
