LONDON, Aug. 12. After a meeting of the* Turkish Cabinet, the Foreign Minister, Ivl. Sardjoglu, said it was possible that a conference would be held in Istanbul to discuss tlie future of the Dardanelles. Britain, Russia Turkey and the United States may take part in the talks. Reuter's Istanbul correspondent says Russia's note to Turkey expressed a desire that the Dardanelles should be discussed only by the States bordering on the Black Sea coast — Russia, Rumania, Bulgaria and Turkey. The Exchange Telegraph's political correspondent says tne Russian note to Turkey in reference to the Montreux Convention is in accordance with the Potsdam Agreement, when the need for a revision was admitted and it was agreed that Britain, Russia and America should address themselves independently to Turkey. The correspondent points out that Britaiij and America sent a note to Turkey in November, Briiain merely serting out her general viewpoint and adding that-she would prefer to offer definite proposals to an international conference. The Convention allows for revision in 1946 if any of the signatories wish.
