WAS1I1N GTON, JuLy 26. Congressional action lias been completed on tlie x\tomic Energy Bill. The House and Senate today passed the Bill placiug control of atomic energy in a iive-ineiuber Commission entirely composed of civilians. The measure gives the Government a virtual monopolv of patents and inventious in • the atomic field. The measure also contains most of the niajor provisions in the origtnal Mcilahon Bill passed in the Senate on June 1. Representative Martin (Republican, lowa) opposed the measure. He told thc House it was settiug the stage for the first Munich of World War III. Mrs. Clare Luce Boothe said the Bill Avould open the front door to peace aud the back door to socialism.
