The .Minister of Post-war Reconstrnct ion (.Mr. Dednuvn) will introdiice the nieasure, (iesigned to bring peace into tlie turbulent coal industry. .Most of tlie controversial sections of tlie new Bill are tliose including penal ties against miners and owners re sponsible for trivial stoppages. Tliev ! provide for tlie Governmoiit taking over L-ontrol of the mines where owners ure responsible for unwarrautcd stoppages, for tlie suspension of miners guilty of frivolous strikes, and for tlie establish ment of a special industrial IriVmnal *o perniit appeals by both owners ari 1 miners. Tlie control of tlie industry will be vested in a statutorv autliority of three independent experts, who will be assistI ed by coniinittees to extend meclianisation, reduce tlie dust incidence, arrange anieiuties on the coalfields, reorganise payments of pensions and conipensa tion, and to encourage the establishliient of other industries. The Bill is regarded as the most revobitionarv step takou since the foundation of Ihe coal industry in Australia 150 years ago.
