They are Bitali G. Pavlov, -seconcl secretary of the Embassy, who is aecnsed of dfrecting the espionage network, and Ivan Krotov, commercial counsellor. Their departnre follows a series of snch exits beginiiitig last Deeember. They are believed to be heading for Mo.scow probably via the United States.
