Gromyko voted against the appointment of the first committee to recommend meaSures of control and sanctions and to ensure the prcvention of the nse of atomic energy for destructive purposes. Poland abstained from voting. Russia alone opposed the appointment of the second | committee to study legal questions but I after much argument, supported the ap- I pointment of a committee of technical I experts.
