WELLINGTON, July 12. Mr. H. E. Clialiiiers was re-eleeted president of the New 2ealand Racing Conference at the annual meeting of delegates in Wellington today. The chairman reported that the Wellington Racing Club had applied to race at Palmerston North on October 20 and 28, but, us this would bo a direct clash with the Waverley Club, the application had been deelined. He explained that the dates vere still available to Wellington, but, if an early decisiou were not made, they would be alloeated to other clubs. The appointment of patrol steAvards was left in the liands of the district conunittees, the concensur of opinion being that sueh appointments were neeessary to the good of the sport. With a vievv to assistiug owners in registering the naines of thorouglibreds, it was agreed to permit the use of naines of geldings which had not won a race of any iniportauce and in the easc of nmres which had neither won a race of any iniportauce nor produced a foal within the preceding 20 years. In future racing club stewards will have power to detain uny horse entered for a race, or whicli has run in a race, and to order an examiuatiou. This ,,us uiuuiimously agreed to by delegates as an added nieasuro to combat alleged doping.
Presenting the remit 011 behalf of the executive committee, the iiresident stated that the rule- empowered stewards to order the examination of any horse bel'ore or aj^ter a race but it was neeessary to give ihem authority to detain any liorse for sueli examination. On the suggestion of the executive committee it was agreed that cvcry person who entered as a hack uny liorse other than a hack, aud every person runniug sueh horse as a hack, may be lined an amount not less tlian £23 or more tliau £1UU, or be disqualiiied for sueh period as thought fit. An alteration to Kule 2 (1) was made by the additiou of a clause which read: "Every person who uids, abels, counsels or procures a breach of the j-ule.s, shall lie liable to tlio same penalty as the person who actually coniniits the breach." It was decided to levy on clubs £17,140 to meet the expenses of the Conference for the incoming year. The eleclion of ottieers resulted: — Presideut, Mr. H. K. Chalmersj vicepresident, JMr. Claud IMotion; executive. Dr. A. McGregor Grant (Auckland), Messrs A. B. Elworthy (C'anterburv), L. C. Ilazlett (Dunedin), J. W. liaunan (Greymouth-), F. P. Kclly (Hawke's Bay), \V. T. Jlazlett (Southland), G. Fraser (Taranaki), G. C. Glenu (Waiiganui) and H. II. Greon (Wellington).
