"There is always a steady increase in demand as the winter progresses and that increase normally contiuues until the end of July. We have been meeting that increase bnt it has now reached our limit under the present water and coal supply conditions, Wliat we are doing by aslcing for the latest restrietions, is to hold the amount of power dowxi and to prevent that normal winter increase progressing further, We can handle the amount that was used before last week but we cannot handle any further increase in the amount of power used. ' '
