The difficulty at the moment is to recoficile the planning of the past- with the advance in costs and .the lowered purchasing power oi reserves for specifip purposes. Ilowever, provided weather and supply eonditions are favourabie during the Coming financial year, a fair contribulion should be made towards the sealing work which the eounpil has in mind. it will possibly mean additional rating finance if the full programme is to be carried out.
