Government conciliators endeavouring to stave off the maritime strike scheduled for June 15, snbmitted to tha owners and union a compromise plan giving seamen paid time off in port instead of rednced hours at sea. LatinAmerican Maritime Unions have decidecl not to handle mercliant ships manned by Unite'd States armed forces.
