A proposal to extend the plan to the Eastern Zone will be submitted to Russia and France at the Big Foui meetings at Paris next week. It is not intended that Germanj should be dismembered but that the authority of the Provincial German Governments should be built up during, the occupation in order that they should : have a vested interest in retaining their autonomy and opposing a stron£ Central German Government.
