President Truman has tolci the Soviet Government through its newly accreclited Amhassador, Nikolai Novikov, that hc would be liappy to see Russia accorcl to American proposals, sympathecic consideratioii such as the United States Government was prepared to grve suggestions from Moscow. Mr. Novikov, in presenting his credentials. said the relations between the United States and Soviet were of great importance for the cause oi universal peace and security. An understanding of this fact would lead every sincere adherent of peace to strengtlien those relations. President Truman" s statemcnt is regarcled by diplomatic circles as going beyond the usual bounds 011 such occasicns and indicatecl that the president is trying tc convey a message which. he hoped would be trausmitted directly to the Kremlin.
