Xoel-Baker (Britain) suggested that there was an immediate need for a coiiference of tlie Press about the Ihess — rules which the Press 11111st i'ollow, and the protection tlie Press sliould have iu the immediate future. Air. Xoel-Baker agreed with Air. Feonov that tlie proposal to insert clauses about Iniman rights in peaec treaties sliould not be adopted, but said that a maia prineiple sliould be drawn u] ■ before September. This might lielp the Powcrs to put in the treaties obligatidn to observe fundamental liuman rights, ro that their peoples ivould realise tiint they had an obligatiou towards the world at large in that regard.
