WELLINGTON, Mav 31. If events prove that Japan is an "actual theatre of war" or the scene of a "state of hostilities" within the meaning of the constitution of the R.S.A. regarding m'embership, j--Force personnel will be eligible for membership but not otherwise, decided the N.Z.R.S.A. conference.
