WELLINGTON, May 28. Some members of tlie R.S.A. were "gumming up tlie works" of rehabilitation in New Zealand, said the Minister of Beliabilitatioxi, Major C. P. Skinner, to tke Dominion conferen.ce of tlie N.Z.R.S.A. wlien ke said individual members were trying to violate regulations wliicli liad been brouglit in at the request of the R.S.A. to help rehabilitate returned men. "We have received complaints from the R.S.A. about the violation of building perniits and regulations, " said Major- Skinner. "I can tell you of members of the R.S.A. in Wellington who are flagrantly violating those regulations. Can't we do something about that?"
