Received Tuesday 7 p.m. NEW YORK, May 27. The Economic Social Council has approved the convening of a World Health Conference at New York on June 19 to he attend-ed by representatives of 51 countries. Mr. NoelEaker has suggested that the world should adopt as an eleventh commandment "Thou shalt not harbour germs." The proposed constitution for the health organisation, drafted hy a preparatory commission at Paris, in March, states that good health is a fundamental right of human beings regardless of race, religion, political beiief, and economic or social conditions.
