The agoncy, working in close liaison with tlie United Nations' Food and Agricultural Organisation ani ,lTnrra, would recomuiend allocatious of food, fertiliser, cattle feed and agricultural equipnient for both exporting and importiug countries, aud also mea sures for the efficieut production and use of food.
