Received Friday, 10.3 a.m. • NEW DELHI, May 23. The Congress Working Committee adjourned without making a decision after several hours of discussion. The President of the Congress Party, Div Azad, stated that the discussion covered the whole field of the negotiations with the British mission. The committee hoped to complete its deliberations to-mor-itow. Xater, at a press conference, Dr. Azad said the British memorandum stating that British paramountcy would continue during the period until India was fully independent had automatically created 560 odd "Ulsters" in India. He added that immediately British paramountcy was withdrawn, some Indian States would undoubtedly become independent. It was impossible to foresee how they would behave toward the new Union Government, but on the other hand their peoples would also automatically become independent, and it would be for them, not for the Princes, to decide their future Government.
