"i'EACEFUL METHODS PREVAJL IN AZERBAIJAN Received Wednesday, 11 a.m. LONDON, May 21. Th'e Azerbaijan Government has liiied martial law. It stated that "conditions no longer justified the measure, because peaceful methods prevail." The Azerbaijan Press and radio have made 110 further mention of ]i".hting'. Teheran radio admitted that border clashes had occurred between the Persian Government l'orces and A/.erbaijans. The radio added that the Prime Minister, M. Sultane-h, had given strict orders forbidding the Persian troops to move further I'rom their positions. A joint commission, formed of Persian Government representatives and Azerbaijan officers, has been established "to prevent further unpleasant incidents." M. Suitaneh has ordered an investigation of the border hghting. The military Governor of Teheran has arrested three Right-wing cx-deputies, says Reuter's Teheran coiTespondent. Tliey are Ali Dashci Jainan, Imami Salay and' Sayid Sanandji, voh formerly represented Lsiahan, Teheran and Kurdistan respectively. The arrests are report, ed to toe related to M.
