Tlie Times correspondeiit in Paris J says Mr. Byrnes, in his statenient 011 j Germany, emphasised the dangers or i carr.ving out the Potsdam proposals for the dismnnt lement of German industries while Oennany was still split in four almost watertight zones and while the Powers had no clear picture before them of (rerman v !s political future. His, own advisers in (rermanv had reported that in default of a widc understanding about Germany as a whole, there would be chaos in the American xone if factories contimied to be dismantled and desjiatched before reparations, and he was sure tliere would be a similar dis ruption in the other zones also. In the American zo'ne it would create a'definite financial iiability which his Government for one wasn 't ready to accept. He wasn 't assailing the reparations decisions taken at Potsdam hut those decisions presujiposed Germany would be treated as an economic nnit and it was such a settlement he was seeking lo ensure.
