Molotov told the Foreign Ministers' conference that Russia accepted America's proposal to send a Four Power Commission to all zones of Germany to investigate the state of German disarmament., says the Associated Press of Great Britain's Paris correspondent. Mr. Byrnes infornied the conference that Britain accepted America's proposal for a twenty-five-year mutual assistance pact to assure German disarmament. M. Molotov maintained his attitude that this must wait untilthe present extent of Germany's disarmament had been studied. Therefore, he did not join i in Britain's and - France's acceptance of the treaty plan. . Mr. Bevin and M. # Bidault made conditions for the acceptance of Mr. Byrnes' plan for a deputies' committee. Mr. Bevin maintained that they should discuss all German problems, including all the Reich boundaries, not just those westI ward. I This conflicted with M. Bidault's view that only the western question was ripe for discussion.
