Although Mr. Hoover said Britain can still . make further proVisions available out of her owh stocks, Britain, as Mr. Morrison indicated, has cut down to the bo'ne. America has food. She has also huge tlnrra reserves of food in her own country. But apparently she is using us as a political bargaining counter. That is the background of Mr. Morrison 's visit to President Truman.
