Molotov, at the Foreign Ministers' conference, asking whether there would be provision in the Italian Peace Treaty for ihe withdrawal of the Allied troops from Italy after the treaty was signed, declared Russia's willingness to renounce her claim to maintain troops in Bnlgarian territory along the lines of communication with Austria. Mr. Bevin said Rumania, not Bulgaria, should be considcred as the opposite number to Italy in the matter of the withdrawal of troops. The Austrian settlement could be agreed upon and the Allied troops withdrawn. The whole problem oi the maintenance of troops along communication lines, whether in Italy or the Balkans, would solve itself, Mr. Byrncs strongly supported Mr. Bevin on the withdrawal from Austria, and pressed for a full discussion on Austria. M. Molotov opposed this on the grounds that the Big Four had sti-uggled for nine months attempting to draft five European peace treaties. A sixth should not be added to the hurdon. 1 he conference unanimously accepted the report on the Italian- French border, prepared by the committee of experts.
