The Viceroy had sent a message to Mr. Truman" protesting against the Uohibined Food Board 's action in allocating 1,400, 000 tons of wheat, iiistead of the 3,000,000 asked for. Stressing India's urgent need, Lord Wavell said: ' ' You will appreciate our feeiings about the proposed transfer of food grains to fornier eneniv eountries."
