He was not commander-in- • chief of U-boats, but was only flagofficer until 1943, when he became commander-ih-chief of the navy. Counsel read extracts from the Geiman nigii Oominand war dlary, ■ ctesigned to establish that German submarines had instructions to ieave the initiative for the star'cing ci nostilities to England and France.
