The text of 'the American draft treaty for Garmany, was issued late last night'. - The preamble says- that ovt June o, -..1945, the American, Russian, British., and Freneh Governments deeiared' their intention to effect GerWiany's total disarmament and demobiliaa'tiori. This intention has aiready been ^iubstantially ful/illed but nothing shall prevent-' a delay in tbe completion of the prddess; Germany's total disarmament ahd demol)ilisation will be enforccd as long as the world 's- peacd seeurity may require. Only thi^ assurUhce will permit the nations of Europe hml the World to return singlemindedly to the habits of peace. To achieve this objective the. American, Russian, British and French Govermnents agree to engage ih the common undertaking defined in this treaty. Article 1: Thfe high e'ontracting parties agree to take "steps jointly to ensu're that: • (a) All Gcrman armed forces includihg land, air, anti-aircraft and naval 1 forces,. all semi-military- forces like the 8.B., -8.A-, and Gestapo, also all org.lnisations auxiliary to the foregoing, sliall be.'and shall remain completely disaimed, demobilised and dislianded. ,(b) The German general staff and staffs of any semi-military organisation shall" be and Shall remain disbanded. '(c) Xo German" military or semi-mill--tary; organisation in any foi'in of guise, shall be permitted in Gevmany. (f) Under conditions which may be established by the high contracting parties, demilitarisation and disarmament required for this article, shall be subjeet to the following exeeptions and to no others: — Firstly, the formation ahd employment of such detachments of the German eivil police and their equipment with such types and quantities of imported small arms, as may be essential t'o the maintenance of public seeurity; seeondly, the importation of miniinum quantitieS of those items listed in the paragraph (d) above such as ekplosives or ingredients of explosiveS which may be essential for the purpotes of construetion, mifiing, agriculture or other peaceful purposes.Article 2.
