Mr. Apploton 's representation, on behalf oi the municipalitics, counties and boroughs supplving powor, was that the domestie user of electric powcr was already sufficiently rationed. lie said lonight he believed, however, th:\t if the power position gcnerallv necessitated further rationing, it would be at the expense of the domestie consumer.
