INTERNATIONAL ORGANISATION RECOMMENDED
Received Sunday, 7.45 p.m, LONDON, April 28. The Ameriean State Department report on the international control of atomic energy, which will be published in the United Kingdom next week, recommends the formation of an international organisation — Atomic Development Administration — which, under United Nations, will monopolise the major part of the development of atomic energy and will be responsible ror operations such as the mining oi uranium and the erection of uranium piles. Thxs was disclosed by Professor Blackett, a member of tbe British atomic research team and the head of the department of physics at Manchester University. Professor Blackett added that the proposed administration will sell or hand over to national authorities or to private enterprise, materials necessary for the exploitation of atomic energy on an industrial scale. It would generally license only small : quantities of these materials and would ensure that they were not improperly used. Descrihing the report as a magnificent lead, Professor Blackett said America undeniably at present had a monopoly of atomic knowledge and materials. The commission which prepared the report suggested that, as international confidence was re-establish-ed, knowledge should he handed over progressively to other countries so that atomic energy could he utilised for peaceful purposes. That view was not so altruistic as it sounded hecause America realised her lead was only temporary and, in view of scientific work previously done in Europe, America knew she would become vulnerable for the first time in history ii atomic homhs became prevalent. Britain was intensely vulnerahle compared with other major Powers . hecause of her congested population and small size. She could not alford to see another major war develop in which atomic bombs were used.
