RUSSIAN PAPEIt'S ALLEGATION Received Thursday, 11.30 p.m. LONDON, April 18. The Moscow newspaper Izvestia to-^day denounced Dr. Schumancher leader of the German Social Democf ats, who is at present strorigly opposing the fusidri of the deriiocrats and Communists in Germany, as the traitor who betrayed Russian prisoners to the coiicentratioh camp authorities at Dachau.
