MESSAGEK FROM MR. CHURCHILL.

Received Teesday, 9.30 p.m. WASHINGTON, April 9. Messages from Mr. Churchill to President Rooseveli; referring to a possible J apanese attack on Britain and the United Statss were introduced at the resamed hearing of the Fearl Harbour Investigation Commhtee. Other documents introduced included an appraisal of the situation by the British Chief of Staff, v/ho suggested that American naval forces be s„nt to Singapore. Other documents disclosed that the British encouraged the movement oi some American Pacific Fleet units to the Atlantic. A British aide-memoire, replying to an American proposal to move three ■battleships, four light cruisers and two destroyer squadrons to the Pacific said: ' ' Our qpinion, which is cqncurred in generally by New Esaland and Australia, is that any marked advanoe by the United States Navy in or in to the Atlantic would, on the whole, be more likely to deter Japan than the mainlenance of the present very large United States Fleet at Hawa i. Furfhexmore it might profr.und.ly influence the pre sent critical situation in :Spain ancl Turksy. You should therefore strongly encourage American action in this sense. The problem for the United States authcrities is to so nicely judge the degree of transfer that, while retaining the deterrent effect of a strong United .States fleet in the Pacific, there will also be the detsrrent effect of an increased United States fleet in the Atlantic."
