The United States will oppose Russia 's demands "cnat the Persian question be removed Irom the agenda oi the Security (Rouncil, until all Red Army troops are withdrawn from the whoie of - Persia on May 8, says ihe New York Times Washington correspondent. It is coneeded in Washington that an American stand might be difficnlt if the Persian Uovernment withdrew its appeal to the Security Councii ancl asked on its own behalf that the matter be deleted. The tendency in ofiicial quarters in Washington, however, even if Persia, with Russia 's prodding, makes such an appeal, is to insist that the Councii, in the interest of the small Powers should retain some jurisdiction over matters until all foreign troops are withdrawn. Washington feels that an infring'ement of United Nations' Oharter by one member is the concern not only of the nation whose territory is involved, but aho of all the nations that signed the United Nations treaty. Principles, as well as territory. are involved. The American view is believed to be that, as Russia told the Councii she would gct out of Persia by Mareh 2, she did not do so, just as she did not gct her troops out oi Chinese territory when she said she would. Rur .:ia, by not getting out of Persia when she said she would do so, not only br'oke the British, Russian and Persian Treaty of 1942, but also broke the principles of United Nations' Charter, particularly in Azerbaijan, where the Russians admitted to the Councii that tbey interfered with Persia 's poiiticai independtnce. Consequently, Wf.shington officials feel that. all United ; Nations' rnembers have an interest in seeing that the new agree- ; ment is carried out.
