CHRISTCHURCH, March 28. At the Municipal Conference the Minister of Works (Hoji.1' R. Semple) said it was intended to introduce legislation in the coming session to amend the ratirig provisions of .tlie Catchment Boards1,.to the extent that, within the. existing provision - of ljd rate, board/ should be ;empowered to strike a rate up to one. fartliing on a uniform scale, to be spent exclusively on soil conser-: vation, afforestation, -the , purcliase of land for conservatiqn and regeneration,the destruetion of pests^flood foreeasting, fire-fighti-ng, publieity, edhcational work,- the purehase of plant and river protection works,. limited to £250 on any one work in any one. year. > The £250 revenue, explained the •Minister, was to enable the boards to do small jobs for which ^classifieation was not neeessary, and which might be an important saving in heavy expenditure at a later date. For all major works, a classifieation which could be expeeted to be completed within five or six years was the only fair'4>asis. The conference- approved nnanimouslv of the proposed legislation.
