o WASHINGTON, March 24. President Truman has announced the appointment of Mr. J, G. Winant as the American representative on the Bcononrlc and Social Council of the United Nations. . Mr. Averill Harriman, the former United States Ambassador to Kussia, will replace Mr. Winant as Ambassador to London.
