Received Sunday, 8.10 p.m. . LAHORB, March 22. The Moslems were determined to vtablish Pakistan (establishment of bhe Moslem State) by peaceful negotiatiou, if possible, but would shed their biood if necensary, said the Moslem leader, Mr. Jinnah, in a Pakistan Day message. Mr. Jinnah criticised Mr. Attlee 's referonce to Indian minorities in liis Statement to Parliament on March 15. Mr. Attlee had created the impression that the British Cabinet mission would impose on the Moslems a permaiient Constitution if a Hindu majority apnroved, and by-pass the Moslem Leagne. This would be a deliberate breach of the 1940 declaration. If such a "ourse were adopted it would be the greatest blunder in the history of British rule :n india. Ninety per cent. of the MoSlem votes favoured Pakistan, the failure of which meant the cxtinction of all that islam stood for.
