I/VKSTIA JUSTIFIES PRESENCE OF TROOPS Received Friday, 11.50 a.m. MOSCOW, March 21. Russia moved her forces into Persia in accordance with the provl.sioins of Article Six of the 1921 Treaty giving Russia the right to i!o so as a measure of defence should Persia be turned into a war base for a military attack against Russia, says Izvestia. The paper adds that the Soviet forces moved unto Persia in August, 1941, some months before the conclusion of the Russian-British-Persian Treaty. Britain also moved an army into Persia, but formally esteblished her right to their pres-ein-e there only later when the Tri-Partite Treaty wa,s signed.
