Britain for the second timo has refused to join France in taking the case of Franco's Spain before the Security Council, says the Associated Press of , Great Britain's Paris correspondent. The British Ambassador, Mr. A. Duff Cooper, presented the. British reply to France's second note' at Quai d'Orsay. The note stated that Britain declined to condemn the ! Franco regime as a threat to se- j curity. It asked France for information to back up the charges made j against Franco in Paris. Dockers at Rotterdam to-day ! refused to unload , the Spanish | freighter Orpheus, and 16,600 cases of Spanish oranges remained aboard, says the Associated Press of | Great Britain's Rotterdam corres- I pondent. The workers demanded an immediate diplomatic and com- j mercial break with Franco.
