Received Friday, 11.55 a.m. NEW YORK, March 14. The New York Times Iearns authoritaiively that Mr. Churchill's speech at the official dirnier at the Waldorf Astoria at 10.30 p.m. ora March 15 will be of "world importance." Twenty-eight ambassadcrs and fourteen ministers have accepted anvications to it. The Soviet Embassy has not yet iradieated whether it would be officially represented. Mr. Churchill will be given the traditional New York Cifcy welcome to-morrow, including a motor-car trip along broadway to the City Hall, wKere he will receive a gold medal and ceriihcate cf distmguished service from Mayor O'Dwyer. The dinner will be the biggest event of its kind in the city's history. Over 10,000 applications have been made for tickets at fifteen dollars each. However, only 2,000 can be accommodated.
