NEGOTIATIONS FAIL
BEIRUT, March 13. The negotiations in Paris for the withdrawal of French troops from Lehanon had failed, said Saed Bey Slam, president of the Lebanese Parliamentary Committee for Foreign •Affairs. He said he v/ould ask the Prime Minister and the Foreign Minister to submit a case again for quick evacuation of the foreign troops before the ncxt sitting of the United Nations Security Council.
